Provincial City governors were held by Cave Profound Realm Deacon Elders. Commandery City governors were held by Nascent Soul Realm True Inheritance Disciples. Prefecture City governors were held by Core Formation Realm Core Disciples.
Furthermore, within the Xuantian Sect’s territory, there were numerous business ventures and resource points owned and operated by the sect. Managing and guarding these enterprises and resource points provided the primary source of tasks for the sect’s ordinary disciples.
Although the Xuantian Mountain Range was vast, the internal structure of the sect wasn’t as faction-ridden as Ye Qingxuan had imagined.
The Xuantian Sect primarily operated through various specialized halls, each responsible for specific duties, working together to run the massive organization.

Besides the Xuantian Sect, the other two hegemonic powers were the Huangfu Immortal Clan and the Tianyuan Sect.
The Huangfu Immortal Clan controlled seventeen major provinces in the Eastern Domain. The Tianyuan Sect controlled nineteen. The remaining provinces were scattered in the buffer zones between the territories of the three hegemonic powers, occupied by other, lesser powers.
Ye Qingxuan had known the Xuantian Sect was a hegemonic power, but he hadn’t fully understood what that truly meant.
Now, from the library materials, he finally learned what defines a hegemonic power.
A hegemonic power signifies that the force has once had a member successfully ascend to immortality and left behind a celestial artifact that had advanced alongside that cultivator.
Only a force possessing both a guardian celestial artifact and a cultivator at the Mahayana stage presiding over it could truly be called a hegemonic power.
Other forces with only a Mahayana stage cultivator, or only a guardian celestial artifact, could at most be considered quasi-hegemonic powers.
The Xuantian Sect had been inherited for millions of years. Countless immortals had emerged during its long history, and the foundational strength retained within the sect was astonishing. Even among all the hegemonic powers in the Earth Mysterious World, the Xuantian Sect could be considered one of the top-tier existences.
